TOLVAC History

The Beginning

When the Community General Hospital ended their ambulance service, it became apparent that something would have to be done.  The county's private ambulance service proved to be unsatisfactory as it was costly and inefficient, often taking 1-2 hours for an ambulance to arrive after the call for help.

In November of 1968, the President of the Rotary Club advised his board of directors that there was a need for an ambulance service in Liberty.  In January of 1969, representatives of some of the already established ambulance corps in the area were invited to the Rotary meeting to speak about their services.  After this meeting, the Rotary Club approached the Village of Liberty in reference to a village ambulance corps.  They were informed that there was no money available.

At this time, the Rotary Club was made aware of the fact that a nurse at Community General Hospital was also trying to form an ambulance squad.  The two groups met and decided to form a joint effort to create a corps.  With the help of the Village of Liberty Police Chief, they were able to speak with many individuals who were anxious to start such a group.

The combined group approached the Village of Liberty Fire Wardens in an effort to get them to sponsor an ambulance corps.  The were turned down by the Fire Wardens.  At this point it was decided to try forming a Town of Liberty ambulance service rather than a village squad.  The Rotary Club had a special meeting with the Town of Liberty Board.  At this meeting, the group asked the town to purchase and maintain an ambulance for the purpose of a volunteer ambulance corps.

On February 5, 1969, the Town of Liberty Board notified the Rotary that they would indeed purchase the ambulance and provide the maintenance.  In a resolution dated the 26th of February, 1969, the Town of Liberty Board authorized the purchase of a new ambulance through the issuance of a serial bond in the amount of $11,000.  The public was informed that a local ambulance corps was being formed and 48 people signed up for charter membership at the first organizational meeting.  Directors of the corps and the first trustees of the corps were chosen and the necessary legal papers were filed.  The Town of Liberty Volunteer Ambulance Corps was officially incorporated on March 10, 1969.

The first official meeting of TOLVAC was held on March 24th and our first officers were elected.  TOLVAC's first President was David Cohen and it's first Captain was a shared venture by Richard Hering and Raymond Ward.  The Co-Captains were so selected as they were the driving force in getting the corps off the ground.

Operations began in the early part of March 1969 using a borrowed rig.  In mid March, a 1969 Chevrolet ambulance was put into service.  This was the rig that the Town of Liberty had agreed to purchase.  In addition to the ambulance, the corps also needed supplies and TOLVAC's first fund drive was started.  The hospitals in the area were very helpful in providing supplies, linens, and meeting space.  A local oil distributor provided all the gas and oil the rig needed.  Even a two way radio for the ambulance was donated.

With the efforts of our charter members, we were off the ground running.  In our fifth month, we ran our 200th call.  TOLVAC's response time averaged 7 1/2 minutes from the time the call was received, a dramatic improvement over services in the past.

Below are some additional important dates and events in the history of the Town of Liberty Volunteer Ambulance Corps.

  • August 1969 - TOLVAC helps out at Woodstock
  • November 1969 - Purchase of headquaters - 178 Mill Street
  • March 1970 - First Open House for the public
  • June 1970 - Second ambulance purchased and converted for use by the corps
  • September 1970 - TOLVAC becomes part of NYS DOH Medical Emergency Technician training
  • December 1971 - TOLVAC answers it 1,580th call
  • January 16, 1972 - First baby delivered by TOLVAC - It's a girl!
  • December 1972 - TOLVAC answers 713 calls for the year
  • October 1973 - Third ambulance purchased by the Town at a cost of $15,495
  • June 1974 - TOLVAC and the American Heart Association begin CPR training courses in the county
  • March 1975 - A 1965 Cadillac ambulance is purchased from American Legion Ambulance
  • April 1975 - 30' X 54' addition approved for TOLVAC building
  • July 1975 - A 1975 Dodge/Superior ambulance is put in service by the corps
  • July 1977 - New Community General Hospital opens - TOLVAC assists with moving patients
  • January 1978 - 10th Anniversary of TOLVAC celebrated
  • April 1978 - Radios for contacting the hospital installed in ambulances
  • July 1978 - A 1978 Chevrolet/Horton ambulance is delivered to TOLVAC
  • December 1978 - TOLVAC answers 1,295 calls for the year
  • July 1979 - A 1979 Bluestar ambulance is delivered to the corps
  • November 1980 - A 1980 Bluestar ambulance is delivered to the corps
  • Mid 1984 - Defibrillator placed on duty rig as part of EMT-D program - TOLVAC subsequently recorded the first "save" in the county
  • February 1989 - TOLVAC celebrates its 20th anniversary
  • September 1990 - A 1990 Road Rescue ambulance is purchased by TOLVAC
  • October 1993 - Fly car first response vehicle is placed in service - donated by local businessmen
  • November 1993 - A 1993 Road Rescue ambulance is delivered to TOLVAC
  • May 1995 - A 1995 Road Rescue ambulance is purchased by the corps
  • June 1995 - 1995 4WD Jeep is purchased to continue the fly car system
  • April 1997 - TOLVAC certified at the EMT-I advanced life support level
  • March 1999 - TOLVAC celebrates its 30th anniversary
  • June 1999 - TOLVAC becomes the first Sullivan County ambulance corps to provide care at the Paramedic level
  • June 1999 - Second 4WD Jeep fly car in service for the Paramedic system
  • April 2000 - New 24' X 42' two story addition completed at headquarters building
  • June 2000 - A 2000 Road Rescue ambulance is purchased
  • April 2002 - 4WD Jeep fly car purchased for the Paramedic system
  • April 2003 - Demers Millenium ambulance delivered to the corps
  • May 2004 - Demers Mystique ambulance is purchased by TOLVAC
  • December 2006 - TOLVAC answers 2,986 calls for the year
  • December 2007 - TOLVAC answers 2,658 calls for the year
  • November 2008 - 2008 Road Rescue ambulance is delivered to the corps
  • December 2008 - TOLVAC answers 2,576 calls for the year
  • March 2009 - TOLVAC celebrates its 40th anniversary
